The long-promised Cohabitation Bill continued to be postponed by the government, the Labour Party said.
Justice Minister Chris Said had said the draft law would be presented in Parliament by the end of April, the party said, but this had not happened.
A ministry spokesman said the Bill was before Cabinet and would soon be placed on the parliamentary agenda.
The proposed cohabitation law is expected to give unmarried couples, including gay couples and siblings, rights to prevent exploitation if one of the partners kicks the other out.
